APPENDIX 2 CONSPECTUS COLLECTION DEPTH INDICATOR DEFINITIONS

The following revised Conspectus collection depth indicator definitions were developed in 1996 and early 1997 under the auspices of the Association of Research Libraries with the help of WLN (Western Library Network). More than 30 active Conspectus users from the United States and abroad worked together to update the original language in a way that would improve the use of the definitions without diminishing the value of assessments that had employed the original definitions.

The revised definitions are the result of a conscious attempt to make them uniformly applicable to all subjects. Consequently, the definitions are generic. Supplemental guidelines have been and should continue to be developed to communicate common sets of understanding about the definitions within the context of a particular subject or area, e.g., fiction, children’s literature, architecture, etc.

For topics requiring information in non-print formats at the Basic Information level and beyond, it is assumed that appropriate visual, aural and other materials will also be collected, e.g., dance, music, etc. To determine the appropriate collecting levels for topics in which non-print resources are essential, add the phrase "appropriate non-print media" to the line detailing the collecting of monographs and reference works. For example, Basic Information Level for a music collection would include "a limited collection of monographs, reference works and appropriate non-print media materials."

Relevant electronic resources are equivalent to print materials at any level as long as the policies and procedures for their use permit at least an equivalent information-gathering experience. Electronic journals, whether remotely or locally stored, are equivalent to print journals if

The Conspectus does not measure what is obtained on a delayed basis from another library system or vendor, whether the delay is 10 hours or 10 days. Nonetheless, Conspectus users should feel free to provide details in the Notes Field about library user services which supplement but do not replace the library’s owned resources.

E. Collection evaluation methods

The techniques and processes used to gather data for collection assessment are briefly described below. The data ideally describe in a succinct fashion the strength and depth of existing collections and provide a basis on which to assign collection levels.
用於館藏評估的收集資料之方法和步驟,簡要說明如下。資料理想上以簡潔的方式敘述其現有館藏的強度和深度,和提供一個指定館藏層級的基礎。

Some techniques are essential and should be used consistently, while others are valuable under certain circumstances and not always necessary. It is up to the individual conducting the evaluation to select the methods, which will be used for each segment of the collection. This decision is based upon the availability of data, the amount of staff and other support available, and the goal for the final outcome (how it will be used in the library/institution). The techniques available for evaluating collections may be divided into two groups: those that are primarily collection-centered and those that are client-centered. Collection-centered techniques examine the content and characteristics of the information resources in order to determine the size, age, scope and depth of the collection in comparison to an external standard. Client-centered techniques describe how the collection is used and indicate the effectiveness of the collection relative to use. Collection assessment is likely to be most accurate and produce the most useful results when combinations of client-centered and collection-centered techniques, including both quantitative and qualitative results are employed in the data gathering and description process.

- Quantitative Measures
量的測量
Quantitative measures reveal size, age, use, costs and other numeric data. Examples of quantitative measures include inventory, or shelf list measures to determine actual title or volume counts, by segment or subject area. Median age or similar measures indicate the currency of the materials. Amount expended for acquisitions in a segment or subject area per year illustrates the ongoing commitment to develop that area. Percentage of titles owned by a library when compared to a standard list shows the breadth and depth of the collection. Use statistics (including internal library use and ILL) are both collection and client-centered.

- Qualitative Measures

Qualitative measures are obtained through subjective evaluation and involve the professional judgment of librarians, appraisal from subject experts, or the opinion of customers. These techniques include impressions of the condition, character and appropriateness of a section of the collection. Another qualitative technique is the judgment made by comparison of one subject in the collection to a similar subject in another library, or to a subject bibliography.

F. Collection depth indicators

The collection depth indicators, or levels, are numerical values used to describe a library’s collecting activity and goals. Three aspects of collection management are considered: current collection level, acquisition commitment, and collection goal.

Owing to the large number of disciplines and the extremely varied ways of handling scientific knowledge, the willingness of scientists to grant Open Access to research results is not uniform. The arguments for and against the Open Access movement are complex and sometimes controversial. Therefore a description and evaluation granting every aspect of the argument the attention it deserves cannot be given in this brief contribution. For example, there are several fields where commercial considerations regarding inventions and patent rights play such a large role that we cannot expect cost-free access to research results and data, either now or in the future.

I will limit myself to a rough description of the situation in the fields of astronomy and astrophysics in which a differentiated but predominantly positive attitude towards Open Access prevails. Research results in publications are generally handled quite liberally. Scientists wish to have their findings disseminated quickly and widely in order to allow global discussion and thus growth in knowledge. Electronic distribution and availability lend themselves to this objective. In many areas of physics it has been possible for years to make new publications awaiting peer review available for free on an electronic pre-print server (http://lanl.arXiv.org). So far, more than 415 000 e-prints have been deposited there, and the much discussed problem of quality control also seems to have been solved satisfactorily on this server.

Particularly in the field of astronomy, every 10-15 years a new generation of instruments provides more detailed data, permitting new approaches and insights. This rapid turnover causes ‘old’ data to lose some of their value. Their short lifespan requires research results to be published quickly, to be freely accessible, and to be speedily discussed.

In my opinion, it is imperative to apply the Open Access philosophy not just to publications but also to primary data. This includes, for example, the provision of tools for data analysis, data mining and for the presentation of data and results. However, the willingness to make these data available at an early stage varies. While scientists involved in space research have always ensured the early availability and longterm safeguarding of their recorded data, this is not yet the case for earth-bound observations. A frequent line of argument is that financial means are only provided for the science itself and not for services such as archiving data. The solution here is to change the funders’ way of thinking, and to accustom scientists with the need to take into account the cost of publishing data when planning grant applications.

A much-discussed issue in this context is the necessity for a certain ‘embargo period’ during which scientists would have the exclusive right to evaluate ‘their’ data. Many publishers incorporate this type of embargo period into copyright agreements. In this context, scientists would favour a standardised and uncomplicated form that they can fill out quickly.

There are already some examples of excellent Open Access journals that can boast considerable impact factors (e.g. New Journal of Physics, Journal of Cosmology and Astroparticle Physics, as well as the Open Access journals of the European Geosciences Union). However, their acceptance amongst scientists is still relatively low. At the moment, traditional methods of publication are still preferred, since some fear that otherwise their colleagues would not find and quote their article. There is still much convincing to be done here and incentives have to be created to promote the submission of works to Open Access journals. Thus the Max Planck Society takes responsibility for the fees required to publish work in the New Journal of Physics. Traditional publishers should also examine the various opportunities created by the electronic age in order to introduce future products to the market that will appeal to the scientific community and guarantee their survival. Together with the scientists, the challenge should be accepted and new forms of publication should be developed.

COLLECTION DEVELOPMENT POLICY ELEMENTS

A. Introduction
The main reason to write a collection development policy is to prevent the library from being driven by events or by individual enthusiasms and from purchasing a random set of resources, which may not support the mission of the library. Besides, electronic resources are becoming increasingly important to libraries of all types and sizes, and are consuming an ever-increasing share of library budgets. Therefore, selection decisions concerning electronic information resources should also be made within an explicit collection development policy. This might be a separate policy or an integrated one.
寫一份館藏發展政策最主要的原因,是為了防止圖書館被事件或個別的熱情驅使而購買一套隨機的資源,這資源可能不支持圖書館的任務。此外,電子資源對所有類型和規模的圖書館來說,正變得越來越重要,以及圖書館花費越來越多的預算在這上面。因此,也應有明確的館藏發展政策,甄選決定關於電子資訊資源。這可能是一個單獨的政策或一個綜合的政策。

The first elements of a collection development policy will be a mission statement of the library, the purpose of this policy and the audience to whom it is addressed. It should also include brief statements about the community or user group(s); description of the types of programs the library collection serves; the size (including number of periodicals, monographic volumes, electronic resources, languages represented) of the collection; a detailed budgetary overview of the money the library will spend on the different types of information resources; and any formal or informal cooperative agreements that affect the collection policy or practices.

B. General Statements
Here will be listed characteristics that determine the direction of the development of the collection such as: current focus only or also retrospective acquisitions; the resource types (monographs, periodicals, theses, gray literature, maps, etc.); languages; formats (printed, nonprint or electronic); special sources of funding (a grant or gift from a donor); the policy regarding gifts and any special policies regarding maintenance (weeding, discarding, preservation) of the collection; and size of the collections. Other statements can be about how complaints are handled; if there is an equivalent to the "Library Bill of Rights"; about other relevant policies; what limitations exist - what subjects or areas are intentionally not collected etc.

C. Narrative Statements
Each institution, including its community and other constituents, is unique. Therefore, its policy statements will be unique. The policy statements should reflect this particular library and the community it serves.

•Statements should be made of special subject or format collections that represent unique materials and for which special guidelines apply, and which formats are excluded.

D. Subject Profiles
This section of the policy is based upon collection assessment (also referred to as collection evaluation) and needs periodic updating to reflect progress towards goals or goal revision due to changing circumstances. The preferred presentation is a set of conspectus reports, which include all appropriate collection information. Conspectus means an overview or summary of collection strength and collecting intensities – arranged by subject, classification scheme, or combination of either, and containing standardized codes for collection or collecting levels and languages of materials collected. Such a conspectus is a synopsis of a library’s collection or of a consortium’s or network’s coordinated collection development overview or policy. The first conspectus was developed by the Research Libraries Group (RLG) and was subsequently adapted by other groups such as the WLN (Western Library Network). The information should be provided for each conspectus division (24), category (500) and subject (4000) evaluated by the library. See the Appendix for the list of the 24 Conspectus Divisions.

The assessment is achieved by a number of steps which include planning, gathering data, assigning collection depth indicators (or levels) and language codes. This information is used to manage the library's resources and to make other decisions relevant to the general operations.

Owing to the large number of disciplines and the extremely varied ways of handling scientific knowledge, the willingness of scientists to grant Open Access to research results is not uniform. The arguments for and against the Open Access movement are complex and sometimes controversial. Therefore a description and evaluation granting every aspect of the argument the attention it deserves cannot be given in this brief contribution. For example, there are several fields where commercial considerations regarding inventions and patent rights play such a large role that we cannot expect cost-free access to research results and data, either now or in the future.
由於大量的學科和極為不同的科學知識處理方法,科學家同意開放近用研究結果的意願並不一致。在贊成和反對的開放近用運動是複雜的,有時也會引起爭議。因此,在這簡短的文獻裡,不能描述和評價每一個方面的論點裡的重點。例如,有幾個領域和商業考量有關的,如發明和專利權利就扮演很重要的角色,無論是現在或將來,我們不能指望免費獲得近用研究成果和數據。

I will limit myself to a rough description of the situation in the fields of astronomy and astrophysics in which a differentiated but predominantly positive attitude towards Open Access prevails. Research results in publications are generally handled quite liberally. Scientists wish to have their findings disseminated quickly and widely in order to allow global discussion and thus growth in knowledge. Electronic distribution and availability lend themselves to this objective. In many areas of physics it has been possible for years to make new publications awaiting peer review available for free on an electronic pre-print server (http://lanl.arXiv.org). So far, more than 415 000 e-prints have been deposited there, and the much discussed problem of quality control also seems to have been solved satisfactorily on this server.

Particularly in the field of astronomy, every 10-15 years a new generation of instruments provides more detailed data, permitting new approaches and insights. This rapid turnover causes ‘old’ data to lose some of their value. Their short lifespan requires research results to be published quickly, to be freely accessible, and to be speedily discussed.

In my opinion, it is imperative to apply the Open Access philosophy not just to publications but also to primary data. This includes, for example, the provision of tools for data analysis, data mining and for the presentation of data and results. However, the willingness to make these data available at an early stage varies. While scientists involved in space research have always ensured the early availability and longterm safeguarding of their recorded data, this is not yet the case for earth-bound observations. A frequent line of argument is that financial means are only provided for the science itself and not for services such as archiving data. The solution here is to change the funders’ way of thinking, and to accustom scientists with the need to take into account the cost of publishing data when planning grant applications.

A much-discussed issue in this context is the necessity for a certain ‘embargo period’ during which scientists would have the exclusive right to evaluate ‘their’ data. Many publishers incorporate this type of embargo period into copyright agreements. In this context, scientists would favour a standardised and uncomplicated form that they can fill out quickly.

There are already some examples of excellent Open Access journals that can boast considerable impact factors (e.g. New Journal of Physics, Journal of Cosmology and Astroparticle Physics, as well as the Open Access journals of the European Geosciences Union). However, their acceptance amongst scientists is still relatively low. At the moment, traditional methods of publication are still preferred, since some fear that otherwise their colleagues would not find and quote their article. There is still much convincing to be done here and incentives have to be created to promote the submission of works to Open Access journals. Thus the Max Planck Society takes responsibility for the fees required to publish work in the New Journal of Physics. Traditional publishers should also examine the various opportunities created by the electronic age in order to introduce future products to the market that will appeal to the scientific community and guarantee their survival. Together with the scientists, the challenge should be accepted and new forms of publication should be developed.

Collection development should reflect the philosophy inherent in Article II of the Library Bill of Rights:“Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval.” Library collections must represent the diversity of people and ideas in our society. There are many complex facets to any issue, and many contexts in which issues may be expressed, discussed, or interpreted. Librarians have an obligation to select and support access to materials and resources on all subjects that meet, as closely as possible, the needs, interests, and abilities of all persons in the community the library serves.
館藏發展應反映哲學固有的第二條圖書館權利法案:圖書館應該提供材料和資訊來呈現所有的觀點對當前和歷史的問題。材料不應該因為黨派或理論不贊成,而被禁止或刪除。圖書館館藏必須代表人們的多樣性和思想在我們的社會。有很多複雜因素的任何問題並且在許多情況下這些問題可能會表示、討論、或解釋。

Librarians have a professional responsibility to be inclusive, not exclusive, in collection development and in the provision of interlibrary loan. Access to all materials and resources legally obtainable should be assured to the user, and policies should not unjustly exclude materials and resources even if they are offensive to the librarian or the user. This includes materials and resources that reflect a diversity of political, economic, religious, social, minority, and sexual issues. A balanced collection reflects a diversity of materials and resources, not an equality of numbers.
圖書館館員有專業的責任去包容的,不是排他性的,而是在館藏發展和提供館際互借上。使用所有材料和資源能合法得到應保證給使用者,以及政策不應該受到不公正的排除材料和資源,即使他們對圖書館或使用者是唐突的。這包括材料和資源,反映出各種不同的政治、經濟、宗教、社會、少數民族和性的問題。一種平衡的收集反映了不同的材料和資源,而不是一個平等的數量。

Collection development responsibilities include selecting materials and resources in different formats produced by independent, small and local producers as well as information resources from major producers and distributors. Materials and resources should represent the languages commonly used in the library’s service community and should include formats that meet the needs of users with disabilities.Collection development and the selection of materials and resources should be done according to
professional standards and established selection and review procedures. Librarians may seek to increase user awareness of materials and resources on various social concerns by many means, including, but not limited to, issuing lists of resources, arranging exhibits, and presenting programs.
館藏發展的職責包括藉由獨立的選擇材料和資源在不同的形式下產生,小型和當地生產商以及資訊資源的主要生產商和分銷商。材料和資源應該代表語言中常用的圖書館服務社會,並應包括符合殘疾人這類使用者的需求形式。館藏發展以及選擇的材料和資源應按照專業標準和既定的甄選和審查程序來做。圖書館館員可能設法藉由許多手段來增加用戶對認識材料和資源等各種的社會問題,包括但不限於發放清單的資源、安排展覽,並提出方案。

Over time, individuals, groups, and entities have sought to limit the diversity of library collections. They cite a variety of reasons that include prejudicial language and ideas, political content, economic theory, social philosophies, religious beliefs, sexual content and expression, and other potentially controversial topics. Examples of such censorship may include removing or not selecting materials because they are considered by some as racist or sexist; not purchasing conservative religious materials; not selecting resources about or by minorities because it is thought these groups or interests are not represented in a
community; or not providing information or materials from or about non-mainstream political entities. Librarians have a professional responsibility to be fair, just, and equitable and to give all library users equal protection in guarding against violation of the library patron’s right to read, view, or listen to materials and resources protected by the First Amendment, no matter what the viewpoint of the author, creator, or selector. Librarians have an obligation to protect library collections from removal of materials and resources based on personal bias or prejudice.

Intellectual freedom, the essence of equitable library services, provides for free access to all expressions of ideas through which any and all sides of a question, cause, or movement may be explored. Toleration is meaningless without tolerance for what some may consider detestable. Librarians must not permit their own preferences to limit their degree of tolerance in collection development.
知識分子的自由,公平圖書館服務的本質,透過任何及所有兩岸的問題、原因或運動可以被探索的,免費提供使用所有思想的表達。忍受對一些可能會考慮可恨的是毫無意義的寬容。在館藏發展上面,館員絕不能允許因自己的喜好而限制其一定程度的容忍。

開放近用資訊筆記 - 11.20

老師好像拿到Open Access(handbook)那本書的中文翻譯權,並問我們要不要一起參與翻譯的工作。我覺得我們好像沒有拒絕的理由,老師說翻好以後,會把我們的名字放在合譯者的名字那,我覺得有點鼓勵性質,其實還是希望我們多讀點東西,就試試看吧,不試試看怎麼知道自己行不行。

25位諾貝爾得獎者要求,只要是由學術機構贊助之下完成的論文作品,其內容都要完全公開,讓所有的人都能取得。知識本來就是全人類共享的,不應是屬於少數的人。

館藏發展筆記 - 11.18

老師用GOOGLE的翻譯把美國國會圖書館館藏政策,網頁的內容都翻譯成中文,只是翻譯的地方有些怪怪的,我們還可以幫它作修改,使翻譯更完善。

又說到課程最後,我們也要寫一份館藏的發展政策。每個人的想法都不同,著重的地方也不一樣,所以寫出來的東西也不太相同。就像即使是同樣類型的圖書館,其發展政策也會因為館員的理念不同而有所不同。

著作財產權雖然保護了作者的權利,但也限制讀者的權利。
我們活在網路的世界,使用數位的科技,但是卻使用類比的概念。
資料從類比到數位,為了就是要加速資料的傳播,但卻有很多著作財產權、專利權等問題,限制了讀者。

專利,我原以為那是保護自己的智慧,但事實上專利卻可能鎖住自己的才華、智慧,使它不能夠發揮、回饋社會。例如:寫一本書,賣100萬本,一本100元,收入1億元,可能覺得錢賺夠了,就不想再寫下一本;如果同樣賣100萬本,一本10元,收入1000萬元,可能還會再寫下一本。
會有盜版這回事,就是著作人為了賺錢。

裡面有許多條文表達得不清不楚,例如
視聽資料應具有公播版權或符合公播法之規範→沒有公播法這個詞。
免費網路資源之收集不得侵犯他人智慧財產權→免費怎麼還算侵犯?不免費的就能侵犯?
參考工具書不外借→因為是參考書所以不外借?不外借的都是參考書?

在網路上找,竟然還有跟國立勤益科技大學圖書館館藏發展政策,內容一模一樣的圖書館館藏發展政策!館藏發展政策似乎要越簡單越好,列太多的條文反而讓人搞不清楚。

開放近用資訊筆記 - 10.23

老師又談到了英文實力的問題,說我們大四畢業之後,必須比剛入學的時候還好。系上的上課用書幾乎都是中文書,如果不靠自己,恐怕英文也很難進步。之前跟國外索取的open access : opportunities and challenge 這本書,老師要我們挑選其中一篇來閱讀,沒讀幾個字就要查字典,單字懂了,各字之間卻連不太起來,我的英文實力還有很多要加強的地方。
又說到了上次那音樂分享的後續問題,社會上還有許多不合理跟值得懷疑的地方,但不一定會被大家拿出來討論。思考跟問問題是很重要的事,但我好像都挺缺乏的,我好像只會背書。


著作人格權
1.公開發表 表示其本名、別名或不具名之權利
2.禁止他人以歪曲、割裂、竄改或其他方法改變其著作之內容、形式或名目致損害其名譽之權利。
3.著作人死亡或消滅者,關於其著作人格權之保護,視同生存或存續,任何人不得侵害。
4.共同著作之著作人格權,非經著作人全體同意,不得行使之。各著作人無正當理由者,不得拒絕同意。
5.未公開發表之著作原件及其著作財產權,除作為買賣之標的或經本人允諾者外,不得作為強制執行之標的。
6.著作人格權專屬於著作人本身,不得讓與或繼承。

館藏發展 - 10.21

上課老師給我們看了MIT某老師給大學生出的作業,我想這是要讓我們知道,我們跟別人的實力差在哪,還有我們應該要有的讀書態度。讀書才是我們的本份,想到的第一件事,應該是等一下要讀什麼書、什麼書還沒讀之類的。打球那些娛樂,應該不是我們每天的首要目標。
又提到了我們的英文實力跟全民英檢,一旦決定了要去考,就要一步一步的去準備、提升自己的英文實力。英文實力是重要的,但是卻是急不得的事,沒有人可以一夜之間英文就突然變好的。千萬不要去補習,即使因為補習而通過了考試,你的英文能力也不見得提升,你會的只是那些考題。
讀書還是自己的事,就算給再多的東西,不讀還是沒有用。

老師讓我們看這則新聞,這是在說有一個人,在自己的網站提供了一個連結,裡面提供了許多的歌曲,有很多可以線上試,但也有很多是可以直接下載整首歌。後來,他被判有罪入獄。
如果只是單純的提供試聽,應該是可以的。但是如果提供下載,那可能就觸法了。
但如果提供像生日快樂歌這類的,年代久遠,無法知道原作詞、曲人,是不是就不觸法呢?
開放近用好像無法用在音樂上,因為音樂人他們大都是以賺錢為出發點。

上課又有講到人格權,應是包括身體、健康、名譽、自由等等,是不能夠買賣的。

著作權,又分為著作人格權與著作財產權。
著作人格權:
主要是保護著作人之名譽、聲望或其他無形的人格利益,該項權利因具有一身專屬性,故不得讓與或繼承。(著作權法第二十一條)
著作財產權:
著作財產權是無形的財產權,是基於人類智識所產生之權利,故屬知識財產權之一種,包括:重製權、公開口述權、公開播送權、公開上映權、公開演出權、公開傳輸權、公開展示權、改作權、散布權、出租權等。

館藏發展筆記 - 10.14

xx白皮書,通常為寫過去到現在的事。xx綠皮書,為寫未來的願景。但在台灣常被誤用。

館藏是要均衡發展,還是要有館藏特色?兩者是對立的。

圖書館的館藏要穩定發展→買一本新的,丟一本舊的。否則圖書館會不夠放,要一直擴建。

現在圖書館的開關門時間,為館員進出的時間,應為讀者進出的時間才會→圖書館是個服務業。

開放近用資訊筆記 - 10.09

開放近用的真諦

開放近用是針對資訊近用性的社會運動,從使用者的角度擴大資訊的流動性。矯正智慧財產權向資本主義的傾斜,在不涉入洲以律改革的前提下,藉著政治、商業、道德等訴求,遊說著作所有權人基於本身的理念及利益,釋放資訊本身的自由性,藉以促進全球的發展。

圖書館的本質就是開放近用,讀者免費使用館內所有的資訊。(圖書館提供資訊不收錢,頂多收手續費。)

開放近用內容:
1.開放近用文獻是數位的、線上的免費文獻,免除絕大部份著作權或授權的限制。
2.開放近用與傳統學術文獻的特色及服務相容:著作權、同儕評閱、營利、印本、典藏、聲望、生涯發展、索引等。
3.開放近用的法律基礎,來自著作所有權人的同意及公版著作,以前者居多。
4.開放近用的對象,以不冀望由寫作取得直接報酬的人為主。(eg.老師,不會想寫一本教科書來賺錢。)
5.部份開放近用行動以稅款贊助的研究成果為對象。
6.開放近用文獻的製作及出版,仍需要相當的費用。
7.開放近用與同儕評閱相容,很多科學及學術文獻的開放近用行動堅持同儕評閱的重要性。
8.以開放近用模式傳送研究論文,有兩大方法:開放近用學刊及開放近用典藏所。
9.開放近用的目標是建設性的,不是破壞性的。
10.開放近用不等同於全面近用。
11.開放近用是一種近用模式,不是經營模式,不是授權模式,也不是內容模式。
12.開放近用照顧到相關團體的需求。
13.開放近用有歷史根源。

開放近用的3B:
1.布達佩斯開放近用提議(Budapest Open Access Initiative)
2.畢士大開放近用出版宣言(Bethesda Statement on Open Access Publishing)
3.柏林宣言(Berlin Declaration on Open Access to Knowledge in the Science and Humanities)

布達佩斯開放近用提議提出兩個策略:
1.開放近用典藏所(玉律):包括未經同儕評閱的預刊本及通過同儕評閱的刊後本,依典藏的對象,可分為機構典藏、學科典藏及自我典藏。
2.開放近用學刊(金科):經過同儕評閱的論文,在學刊發表,置於網際網路,供讀者免費使用。

數位館藏

定義:
The livrary's digital resources include digitized analog material, digital information, and access via electronic gateways to remote digital and digitized databases.
數位館藏資源包括1.數位化類比館藏2.數位化資訊3.檢索別人的數位資訊

圖書館只能處理有記錄下來的資訊,如只在腦中思考的東西是無法被收藏的。

數位化館藏發展背景
1.電子出版的盛行
2.電子圖書館的發展
3.書刊售價增加與圖書館預算削減
4.科技發展
5.讀者使用習慣
6.網路電子資源迅速發展

數位館藏特色
以多種形式出現(錄影帶、光碟……;錄影帶、光碟→類比,裡面的資料→數位)
資訊以多層次方式提供(同一份文件可能有不同屬地,eg.1.某同內容作品,但為不同家出版社出版 2.同一文章可能出現在兩個不同的資料庫)
數位資源有些在本地電腦可直接取用,有些是透過遠端取用(其實只有願意,到哪都能使用,只是廠商的限制罷了)

圖書館的電子館藏可分為三種
1.將圖書館的真實館藏電子化
2.引進出版市場現成的電子資源(現成資源)
3.運用網路上免費的電子資源(自由資源)

開放近用資訊筆記 - 10.02

開放近用運動的發展

2004年11月18日,Google宣佈其Google學術計畫:圖書館的書全部或部份掃瞄,可以提供線上閱讀,讀者不用上圖書館。

百慕達原則:人類的基因序全部開放,讓全人類可以共享基因排序。

布達佩斯開放近用協議認定的開放近用是:
在公眾的網際網路被免費取用,允許所有使用者閱讀、下載、複製、散布、列印、檢索內容,並連結至原來的網頁,爬梳內容供檢索之用,置入軟體當成資料之用,以及其他的合法用途,除了上網本身,沒有費用、法律及技術等障礙。複製及散布的限制,以及著作權法的施行範圍,祗限於讓作者控制內容的完整性及姓名權。

畢士大開放近用出版宣言(2003年6月公告):
主張開放近用出版品必須備下列兩特性
1.保留部份權利:作者及著作所有權人授權所有使用者免費、不能撤回、全球性、永久的近用權利,祗要恰當的署名原著者,就可以不拘理由以任何數位媒體形式,公開複製、使用、散布、傳送及展示原作品,製作及散布衍生品;印本形式祗限少量及個人用途。
2.公開典藏:包括所有附件、前項著作權聲明在內的完整作品,以適當的標準檔案格式,寄存在至少一個線上典藏機制裡。該典藏機制必需由學術單位、學會、政府機構或其他聲譽卓著的單位支援,採開放近用、散布無限制、跨平台及長期典藏政策。

柏林宣言:開放近用科學與人文學知識:
柏林宣言的簽署者表達他們的兩個目標
1.作者及著作所有權人授權給所有的人近用其作品,免費、不能撤回、全球性的權利;祗要使用者清楚標示作者的姓名,就允許使用者不拘目的,以任何數位型式,公開複製、使用、散布、傳送、展示原作品,及散布改作的作品,並允許製作少量印本供個人使用。
2.包括所有附件及授權聲明在內的完整作品,必須以標準的電子檔案格式,以適當的的科技標準(如開放典藏),儲存在至少一個線上典藏所,該典藏所必須由學術機構、學會、政府機關或其他知名組織設立及管理,以確保其作品得以長期地開放近用,無限制地散布,並保障其互通性。

開放近用三要素:1.自由近用 2.再散布 3.合理典藏

圖書館藏書的目的不是典藏,而是使用。

即使開放近用,仍有著作權存在。

老師給我們看了上面兩個影片。

第一個影片是說,圖書館裡面的椅子會跟著你走,出圖書館時不用還,他會自動歸位。
看到的時候,覺得很棒,但是很可惜它是假的,這只是呈現一個概念。因為以現在的科技來講,還不可能做到像那個樣子。但我想「科技始終來自於人性」,因為有需要才是人類發明的動力,將來某天應該能夠達成。

第二個影片,是在一個瑞典南方小鎮Malmö的一個圖書館。一開始是看他們的還書系統和機器排書,重點在後面,他們的special collection,人。
在他們的圖書館,不只可以借書,人也可以出借。有六個人,分別有不同的身份:1.有前科的人(ex-criminal)2.動物保護者(Animal Rights Activist)3.女性主義者(Feminist)4.同性戀(Lesbian)5.回教徒-伊瑪林(Imam)6.性別錯置的人(Transvestite)。把人借出去,就像在讀一個人的一生、他的生活,你可以問他問題,但是他回答什麼就是什麼,你不能不想聽或是羞辱他之類的,你更不能夠隨便改變一個人。不像讀書,你可以只選擇要讀的部份。
這讓我想到之前老師讓我們看某外國圖書館,在星期三,小朋友可以帶他們的寵物去跟他們一起讀書。
其實圖書館不只是借書、還書、編目等等的地方而已,只要自己想要什麼就能創造什麼。圖書館真正要在乎的是讀者,他們喜不喜歡,因為圖書館是一個服務業,被服務的人才是最重要的。

開放近用資訊筆記 - 09.25

開放近用文獻的特色是數位、線上、免費,且沒有大部份著作權限制,也沒有授權限制。
開放近用移除價格障礙(訂閱、授權、點閱費)及授權障礙(著作權及授權限制)。
布達佩斯開放近用促進會:有多種程度及類型的方法,更寬廣及容易地近用至這些文獻。開放近用至這些文獻,係指從網路免費取得這些文獻,允許使用者
1.閱讀 2.下載 3.複製 4.散布 5.列印 6.檢索內容 7.連結至全文 8.爬梳內容 9.置入軟體 10.其他合法用途。


開放近用與下列事項相容(不衝突):著作權、同儕評閱、營收、印本、保存、聲譽、生涯發展、索引等,以及
傳統學術期刊的支援服務。
讀者不必付費,因此沒有近用的障礙。


開放近用的法律基礎是著作所有權人的同意或公版著作,通常是前者。
開放近用以著作所有權人的同意或著作財產權失效的公版著作為訴求,不需要消滅、修改或邊緣化著作權。


開放近用倡導者主張,以納稅人的公款進行研究,得到的成果理應開放。
有三種資料屬於例外1.軍事研究的機密資料 2.可申請專利的發現 3.作者可收取版稅的出版品。


開放近用文獻的製作及出版不是免費。


開放近用計畫是建設種的,不是破壞性的。
學刊價格的成長是通膨的四倍以上。


開放近用是一種近用模式,不是經營模式。


開放近用不等同於普及近用。
即便開放近用已經完全達成,仍有四種障礙存在:
1.過濾及檢查障礙:學校、雇主、政府限制使用的範圍。
2.語言障礙:線上文獻以英文居或單一語文,機器翻譯仍在發展中。
3.近用障礙:多數網站讓殘障人士難以近用。
4.連線障礙:數以十億計的人,被數位隔離,包括幾百萬學者被迫離線工作。


圖書館:解決學刊的價格危機及授權危機。

網路上有許多原文的教科書,其作者有提供全書的內容免費下載。

技術服務
定義 :
1.Tauber:凡是與資料的獲得、記錄和保存有關的工作項目。
2.Lancaster:對資訊資源加以組織與控制的活動,目的在產生各種不同的工具,例如:目錄、書目等,以供讀者服務。
3.ALA Glossary of Library and Information Science:資料的採訪、組織、書目控制、書安處理以及館藏維護等。


技術服務的範圍與內容
範圍:
資料選擇採訪、分類編目、資料加工處理、典藏、圖書館資料保存、館藏發展。


館藏發展
定義:
圖書館學暨資訊科學詞彙(ALA Glossary of Library and Information Science)指出館藏發展是包含:
決定及協調選書政策、評估讀者及潛在讀者的需求、館藏使用調查、館藏評鑑、確認館藏需求、選擇資料、資源共享的規劃、館藏維護以及館藏淘汰等有關館藏的發展活動。


圖書館自動化對技術服務的影響(嚴格來說,沒有「圖書館自動化」這個名詞)
生產力提升、工作效率提高、服務品質改善。
組織結構發生變化:
1.技術服務部門將以讀者或學科性質為劃分依據;逐漸與讀者服務整合。
2.功能、單位、部門合併。例:採訪與編目合併、採訪和期刊合併;原始編目工作將併入讀者服務。
3.部門的新增與改名。例:自動化系統/資訊組。
4.功能的分散化;朝向分散制發展,技術服務部門將更倚重協調人員,以統籌某些特殊功能的專業知識及政策發展。
5.人員的移轉與重新指派。
6.工作流程和項目的重新設計與劃分。


技術服務組織重整
面臨衝擊:
1.整合性自動化圖書館系統取代人工作業(只是多了電腦查詢介面)。
2.出版品氾濫(就是同樣內容被出版很多次)。
3.主題是導向之趨勢。
4.新的科技發展要求技術服務更主動參與服務。
5.技術服務部門被要求更專業化。


技術服務組織結構之發展趨勢
1.打破傳統功能導向之部門化組織結構。
2.整體性自動化系統使採訪、期刊與編目合併。
3.增加資料庫管理單元。
4.配合自動化圖書館系統應力求工作流程合理化、高效率。
5.分散制技術服務組織。
6.採用矩陣式組織。
7.技術服務與讀者服務之界線逐漸模糊。
8.原始編目會成為讀者服務之一部分。

分析
1.analysis is the process off preparing a bibliographic record that describes a part of parts of an item for which a comprehensive entry has been made.
2.由若干部份組成之作品,其各部份書目記錄之編製謂之分析。
3.是編目過程的一種方法。
4.分析是一種方法、一種過程,其結果為分析款目。

Added entry:附加款目,表示書目裡的一筆記錄。
Main entry:主要款目,作品完整的書目記錄。
Entry:款目,作品在目錄裡的一個記錄。
Heading:標目,放在目錄之首,用在排序。
Analytical entry:分析款目,由大的款目,區隔出小的款目。
Analytical note:分析註,附註項裡面,分析款目裡的一句話。

影響分析款目的迫切性因素
1.相關的索引、書目、摘要有多少。
2.其他圖書館的分析款目,如LCC美國國會圖書館、NCL國家圖書館。
3.圖書館內同類資料的數量及質量如何。
4.圖書館內同著者的作品有多少。
5.部分內容對圖書館有特別的意義。
6.被分析的部份佔作品的主要部份。

分析的方法
1.分析附加款目。
2.集叢及套書的分析。
3.附註項之分析。

5.多層著錄法。

標準號碼及其他必要記載項
AACR2同意的標準號碼有三種:
1.ISBN (International Standard Book Number)
2.ISSN (International Standard Serial Number)
3.any other internationally agreed standard number

標準號碼必須在唯一性、次序性、助記性三方面取得協調,才有可能成為國際性的號碼。

國際標準書號ISBN
構成有四:
1.群體識別號(Group identifier)-中華民國台灣地區目前號碼為957、986。
2.出版者識別號(Publisher identifier)-位數的長短與該出版社的出版量成反比。
3.書名識別號(Title identifier)-用以區別不同內容、版本、裝訂的圖書。
4.檢查號(Check digit)-單一數字或英文大寫字母"X"組成,核對ISBN的正誤。
ISBN理論上最多可以容納10的9次方(10碼)本書。

ISBN有四個規定位置:
1.版權頁下方。
2.封底靠近裝訂處(橫排本為右下方,直排本為左下方),若有條碼應印於條碼上方。
3.護封、封套或書衣封底依上項規定印製。
4.以印刷為主的其他媒體出版品若無法依前三項規定辦理者,視其形制印製於顯要處。

識別題名Key-title
ISSN和Key-title是由國際叢刊資料系統給定的,這兩個是配對的,必然同時出現。(Key-title跟著ISSN走,有ISSN才有Key-title)

集叢項
連續性出版品的範圍大,集業小。

就集叢而言,一本書有ISBN和ISSN。

善本書→存放久遠的書,也非線裝書。

根據AACR2的定義,三種情況下,需於集叢項處理該等事實:
(有書目意義的事才記)
1.若干獨立作品,除了自己的題名之外,還有一個適用於它們全體的共同題名。(xx全集、xx叢書)
2.論文、演講集、專論或其他作品,裝訂成多冊的外觀,彼此之間具有相同的特色,且依序發行。
3.在集叢或連續性出版品內,獨立編號的一群作品。

除手稿外,集叢項須著錄七個細目
1.集叢正題名
2.集叢並列題名
3.集叢副題名
4.集叢著者敘述
5.集叢之國際標準叢刊號
6.集叢號
7.附屬集叢

集叢著者敘述:
對作品的智性、內容或藝術呈現方式能負責的人。

ISSN理論上能存10的7次方個。(ISSN為八位數字,最後一位為檢查號)


附註項
附註項的作用:並非所有事都能放在附註項
1.辨認作品--翻譯作品的原題名。
2.款目的內涵--解說某人和作品的關係。
3.說明作品的內容。
4.說明作品的特性。
5.作品的發展過程。

可有多個附註項,有多少寫多少。
附註項內之引句放在一組雙引號內,並說明其出處。方括號只用在引句內。
(方括號裡的東西得自規定著錄來源之外的地方,附註項的資料來源可來自任何地方。)

歐洲文藝復興以前的手稿,還應著錄下列五件事情:
1.字體。
2.插畫:裝飾、標題等重要的插畫,都應著錄。
3.校勘結果:著錄空白頁、受損、遺失的頁碼等。
4.其他稽核事宜:著錄收藏者的註記、裝訂情況等重要的稽核事宜。
5.主文前幾個字(以前的書,不一定有書名):
編目員自訂題名時,應盡量著錄主文的前幾個字,以供使用者鑑別之用。

連續性出版品 Serial
定義:A publication in any medium issued in successive parts bearing numeric or chronological designations and intended to be continued indefinitely. Serials indlude peridoicals; newspapers; annuals (reports, yearbooks, etc.); the journals, memories, proceedings, transactions, etc., of societies; and numbered monographic series.


構成要素:
1.以連續方式,分批出版。
2.載有編號或年代日期。
3.意圖永遠繼續出版下去。

五種類型:
1. periodicals
2. newspapers
3. annuals (reports, yearbooks, etc.)
4. the journals, memories, proceedings, transactions, etc., of societies
5. numbered monographic series


期刊 Periodicals
A kind of serial that has a distinctive title and that is issued more frequentyl than once a year and at regular intervals, with each issue containing articles by several contributors.


非印刷性的連續性出版品,依相關章節規定:
1. 主要著錄來源為首期(或最接近首期的)之書名頁(如用的不是書名頁,要在附註項說明)。
2. title page of the first available issue
3. 無書名頁的title page substitute係指analytical title page, cover, caption, masthead, editorial pages, colophon, other pages.

資訊組織筆記 - 03.12

續03.05-單冊作品
字母、阿拉伯數字、羅馬數字,照錄。其他的則轉換為阿拉伯數字。

未記數的部份應不理會,但有兩點例外:
1.形成全書的部份。
2.在附註項中提到。

計數複雜或不規則時,依其複雜程度:
1.排除空白、廣告、不重要部份,著錄總數,及"in various pagings"或"in various foliations"。
2.著錄主要部份的計數,再總加其他複雜之計數,置於方括號內。著錄1 v.再記various pagings。

套書
1.記其冊數。
2.若各冊的計數單位連貫者,記總數於圓括號內。
3.書目冊數與實體冊數不同時,應同時記載(eg.書目冊數有三冊。一、二冊裝
訂在一起,實體上只有兩冊)。
4.可視情形採用其他計數單位,如parts、pamphlets...等。
5.插圖為主的作品,可依序記載其特別記載(charts,coats of arms,facsimiles...)。
除此之外,一律稱之為插圖。

盲人用書(braille or other tactile system):皆單面。
jumbo braille:大點字。
computer braille:電腦處理出來的點字。
press braille:印刷處理出來的點字。

大字本(large print):內容和一般的書一樣,只是字比較大,方便老人等閱讀。

手稿:皆單面。


高廣、尺寸
先著錄本體的高廣,再著錄容器的名稱及高廣(eg.書21公分,放在23公分的盒子裡),或者僅記容器的高廣。

圖書之高廣以公分為單位,十公分以內記至小數點第一位,十公分以上則進位至下一整數。(因書架高度的關係。)

長本及橫本應同時記其高廣。
長本:書的寬度不到高度的一半。(eg. 20 X 8 cm)
橫本:書的寬度比高度還長。(eg. 20 X 30 cm)

套書的高度不一時,差距在兩公分以內,著錄較高者;相差在兩公分以上,著錄最小及最大者。


附件的處理方式:
1.另立款目。
2.採用多層著錄法。
3.在附註項裡說明其關係。
4.在稽核項的最後一個細目著錄其physical units及附件的名稱。

稽核項的細目
1.數量單位。Extent of item (including specific material designation)
2.插圖及其他稽核細節。Other physical details
3.高廣、尺寸。Dimensions
4.附件。Accompanying material


數量單位
「specific material designation」:具有性質的意思,與資料類型標示細目(提名及著者敘述項)呼應。
Eg:圖書(文字印刷本):面、葉、欄、冊之一
錄音資料:匣式帶、卡式帶、盤式帶、唱片帶、鋼琴捲帶、風琴捲帶之一

單冊作品
32, 366 面:前面部份有1-32面,後面部份有1-366面,共有398面。
(32,366 面:共有32366面。)
321 leaves:321葉。
347 columns :347欄。
8, vii, ca. 300, 73 p.:其中的ca. 300,表示大約300 p.。
33, [31] leaves:前面有1-33葉,後面有1-31葉,但是沒有頁碼,是圖書館員自己算的。
48 [i.e. 96] p.:頁碼到48頁,但實際上有96頁。
xxiv, 179+ p.:其中179+,表示在179頁之後還有內容,但是手上的資料沒有。
面(page):雙面印刷。(50面→25張紙)
葉(sheet):單面印刷。(50葉→50張紙)


插圖及其他稽核細節:數量、高廣及附件之外的稽核事宜。
AACR2:碰到圖書、樂譜時,稱為「插圖」Illustrative matter。
中國編目規則:地圖、錄音資料、電影片及錄影資料、靜畫資料、立體資料、拓
片、微縮資料、電子資源,稱為「其他稽核細節」。
樂譜,稱為「插圖」。
純粹文字及數字的表格,不被視為插圖,當成一般的數量著錄。


高廣、尺寸:需透過網路等方式讀取的遠程電子資源,並不適用這個細目。
*但是實體的東西還是要著錄。(eg.8英吋光碟、附的手冊、……)


附件:手稿沒有附件。
